“Fit out” and “renovation” are used interchangeably in Dubai, but they describe two different processes with different costs, timelines and approval paths. What is a fit out?
A fit out is the process of making an empty or shell-and-core space usable. The space exists structurally — walls, slab, facade, base MEP risers — but it has no internal partitions, no finishes, no lighting, no usable bathrooms or kitchen. Fit out is what turns a concrete box into a working office, apartment or retail unit.
Fit outs split into three categories:
- Category A — basic landlord works: raised floors, suspended ceilings, mechanical and electrical distribution to the unit. Usually done by the landlord.
- Category B — tenant works on top of Cat A: partitions, doors, finishes, lighting, kitchenettes, meeting rooms, branding. This is what most “office fit out” quotes in Dubai cover.
- Fit out of a shell-and-core apartment — completing an unfinished unit handed over by the developer with only structure and base MEP.
What is a renovation?
A renovation upgrades, repairs or replaces what already exists in a completed, occupied space. The unit is already usable; you are improving it. Renovation includes repainting, re-tiling, rebuilding bathrooms, replacing kitchens, upgrading MEP, or reconfiguring layout. There is usually demolition before construction, because you are removing existing finishes and fittings.

The core difference
The simplest way to separate them: a fit out builds into an empty space; a renovation builds over an existing one. That single distinction drives every other difference — cost, timeline, approvals, and risk.
Cost differences in Dubai
Fit out pricing is usually quoted per square foot because the scope is predictable and there is no demolition. In 2026, office Cat B fit out runs AED 180–AED 350 per sq ft depending on finish level. Residential shell-and-core fit out runs AED 350–AED 600 per sq ft.
Renovation pricing is more variable because demolition, discovery behind walls, and existing-condition repairs add uncertainty. Apartment renovation runs AED 220–AED 550 per sq ft; villa renovation AED 400–AED 800 per sq ft. The variance is wider because you are paying to remove the old before you pay to install the new.
Timeline differences
- Fit out — a 2,000 sq ft office Cat B fit out typically takes 6–10 weeks from mobilisation, because there is no demolition and the space is clean.
- Renovation — the same 2,000 sq ft apartment renovation takes 10–16 weeks because demolition, MEP exposure, and repairs to existing structure add weeks before new work starts.
Approval differences
Fit outs in a brand-new shell usually only need the building management NOC and, for offices, a fit-out permit from the landlord’s fit-out guide. Renovations more often trigger civic authority permits because they involve removing existing partitions, rerouting MEP, or changing layout. Which do you actually need?
Ask yourself one question: is the space currently usable and finished, or is it a shell?
- Shell or brand-new handover with no finishes — you need a fit out.
- Existing finished space you want to improve — you need a renovation.
- Existing space with a full strip back to slab, then a complete new interior — this is a renovation that ends up looking like a fit out. You pay renovation prices because of the demolition, but the result is a fit-out-quality interior.
The hybrid case
Many Dubai projects are hybrid: a partial renovation in some rooms and a fit out of an unused balcony or maid’s room. This is common in two-bed Marina apartments where owners enclose a balcony to create a study. The balcony enclosure is fit out; the bathroom rebuild is renovation. A single contractor who handles both avoids the cost of two teams and two permits.
Why the distinction matters for your quote
If a contractor quotes a “fit out” price for what is actually a renovation, the demolition and discovery costs will surface as change orders mid-project. If they quote a “renovation” price for a clean shell fit out, you overpay for demolition that is not needed. A fixed-price quote that names the scope correctly — fit out, renovation, or hybrid — is the only way to compare bids honestly.
