A fit out consultant in Dubai designs, specifies, submits and supervises, while a fit out contractor builds and is responsible for the work on site. You need both functions on every project, but not always two separate firms. Hire an independent consultant for large or complex jobs, or when you want to tender competitively. For most small and mid-size offices, shops and homes, one accountable design-and-build firm is simpler and faster.
In short:
- A consultant works for you and checks others. A contractor prices and delivers, and carries the build risk.
- Some authority files need a registered consultant, and some services can only be submitted by enrolled firms. Ask who signs before you hire.
- Separate firms give independent checks but add handovers and time. Design and build reduces handovers, but you must fix the specification in writing.
- Any route fails without a BOQ, a clear scope and one named person responsible.
Fit out consultant in Dubai vs contractor: who does what
| Task | Consultant | Contractor |
|---|---|---|
| Brief, layout and concept | Leads | Advises on buildability |
| 3D and material selection | Leads | Prices and proposes equal options |
| Technical drawings | Tender and authority drawings | Shop drawings and as-builts |
| BOQ and tender | Prepares, often with a quantity surveyor | Prices it |
| Authority submissions | Often leads where a registered consultant is needed | Often applies for fit-out permits, and MEP firms handle DEWA |
| Works on site | Supervises and inspects | Builds, manages trades, safety and programme |
| Payments | Certifies work done | Applies for payment |
| Defects | Lists and tracks | Fixes at own cost during the defects period |
What authorities and landlords actually ask for
The split is not only a matter of preference, because rules can require a named party:
- In Dubai Municipality’s area, only a DM-approved contractor may apply for the decoration permit, and it is the contractor who submits the plans.
- DDA’s fit-out permit is applied for by the contractor, and registration for both consultants and contractors is AED 250 for one year.
- Trakhees’ modification form makes the consultant and contractor each sign undertakings on permits, Civil Defence and supervision.
- Emaar’s home modification checklist accepts a Dubai-registered contractor or consultant licence.
- DEWA connections need enrolled consultants or contractors, and fire work needs a Civil Defence-approved company.
So ask early: “On my unit, who signs what, and is that party registered?” Our guide to the fit out permit in Dubai covers each zone.
Three ways to run a project
| Route | How it works | Good for | Risk to manage |
|---|---|---|---|
| Consultant, then contractor | You hire a consultant, then tender the drawings to contractors | Large or complex offices, corporate procurement, public tenders | Longer start. Gaps between design and build become variations |
| Design and build | One firm designs and builds under one contract | Most small and mid-size offices, shops and homes | Fix materials and brands in writing, so quality does not drift |
| Design and build plus client-side PM | One firm delivers, and an independent project manager or QS checks for you | Absentee owners, higher-value projects | Added fee. Define what the PM may instruct |
One published estimate suggests a project manager or quantity surveyor is worth considering above about AED 500,000 of works. That is a rule of thumb from a contractor, not a standard.
When you should hire an independent consultant
- You must run a competitive tender, for example under group procurement rules.
- The project is large, multi-floor, or involves changes to structure or fire systems.
- You want a separate party to certify payments and quality.
- You are an investor comparing several contractors on the same scope.
When one design-and-build firm makes more sense
- You want one contract, one programme and one person to call.
- The space is a normal office, shop, apartment or villa interior.
- Your timeline is tied to rent or an opening date.
- You have no team to manage design, approvals and site coordination.
Our own model sits here: an architect-led firm that designs, handles approvals and builds with its own team. We described it in how M&A delivers premium fit out and renovation. It is not right for everyone, and on a large corporate tender an independent consultant may be the better answer. Read about the wider idea in turnkey fit out in Dubai.
What to ask a fit out consultant
- Is your scope design only, or design plus tender and site supervision?
- How often will you visit the site, and who signs the reports?
- Which authority registrations do you hold for this zone?
- Will you produce a BOQ, or only drawings?
- Do you take any commission from contractors or suppliers? Ask for this in writing.
- Is the fee fixed, or a percentage of a cost that can rise?

Common problems, and how to prevent them
| Problem | Why it happens | How to prevent it |
|---|---|---|
| Design cannot be built within budget | The designer had no cost input | Price the concept before detailed drawings |
| Variations during the works | Drawings left gaps | Coordinate architecture, MEP and joinery before tender |
| Consultant and contractor blame each other | Unclear responsibility | Write a responsibility list into both contracts |
| Permit delays | Nobody owned the file | Name one owner for each submission |
| Weak site supervision | Consultant visits rarely | Agree the number of site visits and reports |
Frequently asked questions
What is the difference between a fit out consultant and a fit out contractor?
A consultant designs, specifies and supervises on your behalf. A contractor builds, manages trades and carries responsibility for the works on site. Design-and-build firms combine both under one contract.
Do I need a consultant for an office fit out in Dubai?
Not always as a separate firm. Someone must design and prepare the drawings, and in some cases a registered party must sign. For most small and mid-size offices, a design-and-build contractor can handle this. Large or complex projects often benefit from an independent consultant.
Which is cheaper: a consultant and contractor, or design and build?
It depends on the project. A tender can drive competitive prices, but you pay consultant fees and risk variations from gaps. Design and build folds design into one price and usually starts sooner. Compare the total, including fees and likely variations.
Can a contractor apply for the fit out permit without a consultant?
In DM and DDA routes, the contractor applies for the fit-out permit. Other zones and scopes, such as Trakhees modifications or Civil Defence submissions, may involve a registered consultant. Confirm for your unit before you appoint.
How do I find the best fit out consultants in Dubai?
Ask for similar finished projects, registration for your zone, sample drawings and BOQs, and references you can call. Check who would actually attend your site. Our article on how to spot the best company lists checks that apply to consultants too.
Checked in November 2026. Authority requirements vary by zone and scope, so confirm for your unit.
