A hotel fit out in Dubai ranges from a soft refurbishment at about AED 35,000–80,000 per key to a full guestroom renovation at AED 110,000–300,000 per key, and AED 350,000 or more per key for a luxury repositioning, with lobbies, restaurants and spa budgeted on top. A phased renovation of an operating hotel usually runs 9 to 18 months, at four to eight weeks per block of floors. This guide explains the types of hotel fit out, what drives the cost per key, how brand standards and mock-up rooms work, and how to renovate without closing the doors.
In short:
- Decide early whether you need a soft refresh, a hard refurbishment or a repositioning: the budget per key differs by four to ten times.
- Build and approve one mock-up room before rolling out to every floor.
- Furniture, fixtures and equipment (FF&E) have the longest lead times: order them before the site is ready.
- In Dubai, the summer low season is the natural window for the noisiest work.
Types of hotel fit out
- New-build fit out takes a shell and core building to opening day: every guestroom, bathroom, corridor, public area and back-of-house space.
- Soft refurbishment refreshes what guests touch: carpets, curtains, upholstery, paint and wall coverings, lighting, artwork and some loose furniture. Bathrooms and services stay.
- Hard refurbishment replaces bathrooms, flooring, fixed joinery, ceilings, lighting and often the AC terminal units and room controls.
- Repositioning or rebranding changes the room mix or layout, the public areas and the restaurants to meet a new brand or a higher star rating.
What a hotel fit out covers
Guestrooms and corridors usually take most of the budget, but a full hospitality fit out also covers the lobby and reception, restaurants and bars, ballroom and meeting rooms, spa, pool deck and gym, and back-of-house areas such as kitchens, laundry and staff facilities. Hotels split the purchases into two lists:
- FF&E (furniture, fixtures and equipment): beds, sofas, desks, wardrobes, lighting, curtains, carpets, artwork and TVs.
- OS&E (operating supplies and equipment): linen, towels, tableware, minibars, safes and guest amenities.
Hotel fit out cost per key in Dubai (2026)
| Scope | Typical work | AED per key |
|---|---|---|
| Soft refurbishment | Carpets, soft furnishings, paint, lighting, some furniture | 35,000–80,000 |
| Hard refurbishment | New bathrooms, flooring, joinery, ceilings, room controls | 110,000–300,000 |
| Luxury repositioning | Layout changes, stone bathrooms, bespoke FF&E, smart rooms | 350,000–750,000+ |
Public areas typically add 20–35% to the guestroom budget, and a hotel restaurant is priced much like a standalone one; see our guide to restaurant fit out costs in Dubai. The biggest swing factors are bathroom size and finishes, how much of the MEP is replaced, the brand’s standards, imported FF&E and whether the hotel stays open during the works.
Brand standards and the property improvement plan
A branded hotel has to follow the operator’s design and technical standards, which cover everything from minimum room sizes and bathroom fittings to lighting levels, acoustics and fire safety. When a hotel changes brand or renews its franchise, the operator issues a property improvement plan (PIP) listing the work required. Build the programme around the operator’s review stages: concept, design development, mock-up and final inspection all need their sign-off.
The mock-up room
Before you renovate 200 rooms, build one. A full mock-up room, with every finish, fitting, light and control, lets the owner, operator and designer approve the real thing, lets the contractor test the sequence and the time per room, and catches problems while they are cheap: a door that hits the wardrobe, a reading light in the wrong place, a shower screen that splashes. Allow four to six weeks to build and approve it.
Renovating while the hotel stays open
Most Dubai hotels renovate floor by floor while trading. That works when the plan covers:
- Phasing: blocks of floors taken out of inventory, with stacked bathrooms renovated together so plumbing risers can be isolated.
- Noise windows: drilling and demolition only at agreed hours, with quiet work outside them.
- Segregation: sealed site corridors, separate lifts or hoists for materials, dust control and negative-pressure zones.
- Back-of-house routes for workers and debris that never cross guest areas.
- Timing: the summer months are Dubai’s low season, which makes June to September the natural window for public areas and the noisiest work.
Approvals for a hotel fit out in Dubai
Expect a permit from Dubai Municipality or the free-zone authority that governs the building, Dubai Civil Defence approval for fire and life safety, DEWA approval for any change in load, and the operator’s own approvals. The Department of Economy and Tourism sets the classification standards a hotel must keep, so any change to room sizes, facilities or the room count should be checked against them before design is frozen. See our guide to Dubai approvals for how authorities are split across the city.
Hotel fit out timeline
- Brief, survey and concept: 4–8 weeks.
- Design development and operator review: 8–12 weeks.
- Procurement: FF&E and imported finishes typically take 12–20 weeks, so order as soon as the mock-up is approved.
- Mock-up room: 4–6 weeks.
- Guestroom roll-out: 4–8 weeks per block of floors.
- Public areas: 3–6 months, often in the low season.
Specifying for a hotel, not a home
Hotel rooms are used every night and cleaned every morning. Specify contract-grade, fire-rated carpets and fabrics, scuff-resistant wall finishes, solid-surface or stone vanity tops, sealed grout, edge protection on joinery and good acoustic separation between rooms and from corridors. Make every service reachable: access panels for valves and fan coil units save hours of maintenance later. For high-end properties, our luxury fit out work applies the same rules to stone, metal and bespoke joinery.
Choosing a hotel fit out contractor
Look for a team that has worked in live, occupied buildings, can coordinate MEP and fire systems in house or with named partners, can manage FF&E procurement and installation, and will build a mock-up room before committing to a price per key. Strong project management and site supervision matters more on a hotel than on almost any other project, because every day a floor is closed costs room revenue.
Frequently asked questions
How much does it cost to renovate a hotel room in Dubai?
In 2026, a soft refurbishment costs about AED 35,000 to 80,000 per room and a hard refurbishment with new bathrooms AED 110,000 to 300,000 per room. Luxury repositioning starts around AED 350,000 per key. Public areas are budgeted separately.
What is FF&E in a hotel fit out?
FF&E stands for furniture, fixtures and equipment: beds, sofas, desks, lighting, curtains, carpets, artwork and TVs. OS&E, operating supplies and equipment, covers linen, tableware, minibars and amenities.
What is a PIP in hotel renovation?
A property improvement plan is the list of upgrades a hotel brand requires when a property joins the brand, changes brand or renews its franchise. It sets the scope and the standards the renovation must meet.
How long does a hotel renovation take?
A phased renovation of an operating hotel usually takes 9 to 18 months including design, procurement and a mock-up room, with each block of guest floors taking four to eight weeks on site.
Can a hotel stay open during a renovation?
Yes, most do. Floors are taken out of service in blocks, noisy work is limited to agreed hours, and site areas are sealed off with separate routes for workers and materials.
When is the best time to renovate a hotel in Dubai?
The summer low season, roughly June to September, is the best window for public areas and the noisiest work, while guestroom floors can be renovated in phases through the year.
