A luxury villa renovation in Dubai usually costs about AED 450 to 700 per sq ft for premium finishes with layout changes, and past AED 800 per sq ft for signature villas on the Palm or in Emirates Hills. A full turnkey renovation of a 5-bedroom villa with premium finishes is therefore often AED 2 million to AED 4.5 million, including design. Approval depends on the community, and payback is real only for full-scope work in the right location.
In short:
- Budget on built-up area and scope: a 5,500 sq ft villa at AED 600 per sq ft comes to about AED 3.3 million before VAT.
- Approval runs community first, then authority. Only Emaar publishes a usable fee sheet, and it excludes Emirates Hills.
- Agents agree that partial upgrades rarely earn a premium in the luxury market, but there is no dataset isolating the effect of renovation.
- Allow about 8 to 13 months for a full villa including design and approvals, and much longer for a major rebuild.

Budget example: a 5-bedroom villa with premium finishes
People ask this exact question, so here is a worked example for a 5,500 sq ft villa. Use it for planning only: this is our illustration, not a quote, and your site visit will move these numbers.
| Item | Indicative budget |
|---|---|
| Design, 3D, drawings and approvals | AED 100,000 to 300,000 |
| Demolition, walls and ceilings | AED 300,000 to 550,000 |
| Flooring and stone | AED 350,000 to 800,000 |
| Kitchen, including a working kitchen | AED 200,000 to 450,000 |
| Five or six bathrooms | AED 300,000 to 600,000 |
| Wardrobes, doors and joinery | AED 300,000 to 700,000 |
| AC, electrical, lighting and plumbing | AED 350,000 to 800,000 |
| Painting and exterior repairs | AED 80,000 to 200,000 |
| Total, before VAT and contingency | About AED 2 million to AED 4.4 million |
Add 10% for contingency, more in older villas where hidden conditions are likely. Furniture, curtains, art, landscaping and pools are usually extra. One Dubai firm’s press release says owners typically spend 10 to 25% of the purchase price, and over 30% on structural projects. That comes from its own portfolio and is not market data, but it is a useful sense check.
Who approves a villa renovation, by community
Master developers keep their own rules on top of the authority. We could only confirm some of this from official sources, so this table marks what to confirm. There is no public register of authority by community, and the practical test is which authority issued your plot’s site or affection plan.
| Community | First approval | What is officially published |
|---|---|---|
| Emaar communities such as Arabian Ranches and Dubai Hills villas | Emaar Community Management NOC | AED 500 review, AED 1,000 minor, AED 2,000 major works. 3 working days once complete. Major works need DM or DDA approval |
| Emirates Hills | Outside Emaar’s standard service | Confirm directly. Contractors describe Emaar review, then Dubai Municipality |
| Palm Jumeirah | Nakheel NOC, then Trakhees for works | Nakheel FAQ: changes must not affect facade or structure without approval. Contractor access AED 52.50 per person |
| Jumeirah Golf Estates, Al Barari, District One | Community or developer NOC | Sources disagree on the permit authority. Ask in writing |
Emaar’s fact sheet says villas and townhouses cannot change external elevations or structural walls under that service. It warns that non-compliant work can mean loss of the defect warranty, no resale transfer or title deed, and violation notices. Its current FAQ allows works from 8am to 5pm, except Fridays and public holidays, and asks you to avoid noisy work from 1pm to 3pm. Extensions follow a separate path: see villa extensions in Dubai. Our architecture and approvals service can map this for your plot.
Does a luxury villa renovation pay back?
Sometimes, but be careful with the numbers you read. We found no transaction dataset comparing renovated with unrenovated villas in Dubai. What exists:
- Demand is strong. Knight Frank’s Destination Dubai 2024 found 67% of surveyed high-net-worth individuals intend to refurbish any Dubai property they buy, rising to 81% above USD 15 million net worth.
- Partial upgrades disappoint. Agents quoted in Arabian Business in 2024 said partial work earns no premium, because a buyer can get a standard home for the same price. The work has to cover the whole property.
- Big examples mix in market growth. Press stories of doubled prices come mostly from the 2021 to 2024 rise. A Gulf News op-ed by a luxury agent notes that spending does not automatically add its cost to the sale price.
- Older evidence is sceptical. In the falling market of 2015, agents told The National that renovations generally do not add value unless the home clearly stands out.
So we would not promise you a percentage, and you should be wary of any company that does. What we can say: full-scope work in a supply-constrained community is the case agents support. Over-specifying for the location, or doing half the villa, are the risks. If you are selling, ask an agent who sells in your community what buyers there expect at your price.
What buyers expect at each price level
The same 2024 article quotes an agent’s guide to expectations, in US dollars. It is one agent’s view and not a study, but it helps set a brief.
| Villa value | Buyers expect |
|---|---|
| USD 9 to 10 million | Large bedrooms, walk-in closets, a pool and an office |
| Above USD 11 million | Plus a cinema room |
| Above USD 12 million | Plus a gym, larger rooms, possibly a lift, spa and entertainment areas |
Where a luxury villa budget should go
- Replace the systems. Old AC, wiring and pipes will fail behind new finishes. Top-end briefs now include full MEP replacement.
- Plan two kitchens. A show kitchen plus a working kitchen is standard in top-end villas: see premium kitchen renovation.
- Decide on smart home before walls close. One Dubai firm publishes about AED 150,000 for lighting and blinds and AED 400,000 to 800,000 for full scope, and other published figures are lower for narrower systems. We found no verified resale premium for automation, so buy it for living, not resale. Ask who owns the programming files.
- Keep sun and sand in mind. The Dubai Building Code designs villas for 46°C outdoor air. External stone, quartz tops and doors need to survive that: see choosing stone for Dubai.
- Fix waterproofing first. After the April 2024 floods, law firm commentary noted that waterproofing and drainage now affect valuation. Check roofs, balconies and wet areas before you spend on finishes.
How long a luxury villa renovation takes
Allow about 2 to 3 months for design and approvals, then 6 to 10 months on site for a full interior. Press reports describe an Emirates Hills redevelopment at 18 to 24 months. Imported stone, bespoke joinery and appliances are the usual long-lead items. If you plan around Dubai’s calendar, note that outdoor work stops from 12:30pm to 3pm between 15 June and 15 September, and working hours fall by two a day during Ramadan.

Frequently asked questions
How much per square foot is a full luxury villa renovation in Dubai?
About AED 450 to 700 per sq ft for premium finishes with layout changes, and AED 800 or more for signature villas, including design and execution, before VAT, in 2026. Scope, stone and MEP condition move the figure most.
How much should I budget for a turnkey 5-bedroom villa renovation with premium finishes?
For a 4,500 to 6,500 sq ft villa, plan on roughly AED 2 million to AED 4.5 million before VAT, plus 10% contingency. Furniture, landscaping and pools are usually extra.
Do I need approval for interior-only villa renovation in Dubai?
Usually a community NOC at least. Emaar, for example, requires an NOC for kitchen and bathroom renovation, but not for internal painting, furniture or regular maintenance, while contractors still need an entry permit. Major works add the authority.
Does renovating a luxury villa increase its value?
It can, mainly for whole-property work in sought-after communities, but no dataset isolates the effect, and many reported gains include market growth. Partial upgrades rarely earn a premium, according to agents.
Can I stay in my villa during a luxury renovation?
For a full renovation, usually not. For phased work you may stay in part of the villa, but dust, noise and shutdowns are hard to live with, and the job runs slower. Most owners rent nearby for the main stages.
Checked in November 2026. Budgets are our indicative market ranges, not quotes. Community rules change, and Emaar’s fee sheet is a dated document, so confirm before you apply.
