Office Renovation in Dubai: How to Renovate Without Stopping Work

How to renovate an office while your team keeps working: what your building manual will say, a staged plan, what phasing costs and when to move out instead.

Office renovation in Dubai can usually continue while your team keeps working, if the job is split into stages: light works first under a landlord permit, then zones of heavier work at night or at weekends, with fire system changes last and planned with the landlord. There is no single citywide rule for occupied offices. Your building’s fit-out manual sets the hours, noise limits, lift access and permits.

In short:

  • Split the scope. Painting, carpet, furniture and low partitions may need only a landlord permit, which keeps those stages simple.
  • Expect noisy work outside office hours, with written approval from the facilities manager.
  • Contractors publish a 20 to 30% longer programme for phasing and 15 to 25% more labour cost for out-of-hours work. Treat those as estimates.
  • For a full strip-out, temporary relocation is usually cheaper than trying to work around staff.

Office renovation in Dubai: can you stay open?

For most refreshes and many partial renovations, yes. It depends on three things:

Type of workStaying open?How
Refresh: paint, carpet, furniture, lighting swapsUsually yesEvenings and weekends, moving teams zone by zone
Partial renovation: meeting rooms, reception, a new pantryOften yesSealed work zones, with noisy work out of hours
Full renovation: new partitions, ceilings, AC and power throughoutHardMove teams floor by floor, or relocate temporarily
Work on sprinklers, fire alarm or exitsOnly with a fire planPlanned isolation, approved fire contractor, usually out of hours

What your building’s manual will say

The rules live in your landlord’s fit-out manual, so read it before you price anything. The Central Park Towers office manual in DIFC is a good public example of what towers ask for:

  • Hours: 08:00 to 18:00, Saturday to Thursday. Noisy or disturbing works can move out of hours with the facilities manager’s written approval.
  • Special permits: hot work, work at height and lockouts need 48 hours’ notice, and night work needs a DDA night-shift permit.
  • Containment: doors closed, glass to public areas covered with opaque material, dust and odour contained, common areas protected.
  • Deliveries: through designated loading bays, with an exit permit at least 24 hours before removing large volumes.
  • Enforcement: no work while the Permit to Work is pending, and the landlord may replace the contractor or cut power for a breach.

JAFZA’s manual adds corridor protection of about 1.5 m high from the service lift lobby, a separate plan for hot work or any fire system impairment, and no storage outside the work area. Poor housekeeping can cancel the NOC. Your building will differ, but expect this level of detail.

For the wider city rule, press reports put construction noise at 7am to 8pm without extra approval, with a special permit for night work. We could not read the underlying circular, and building rules are often tighter, so treat the manual as your main source.

A staged plan that keeps the business running

  1. Survey and split the scope. List every job, and sort it into three groups: no authority permit, landlord approval only, and permit works. In DDA zones, Circular 318 lists painting, furniture, flooring, low partitions and like-for-like ceilings as needing only a landlord or facilities manager permit. Trakhees Circular 2 of 2025 has a similar list. See fit out permit in Dubai.
  2. Do the invisible work first. Pull cables, order joinery and prepare furniture before you disturb anyone.
  3. Move people, not walls, on day one. Create a decant area for the first zone, using meeting rooms or hot desks.
  4. Work in zones. Seal each zone with dust barriers, negative air where possible and a separate route for workers and debris.
  5. Do noisy work out of hours. Save coring, demolition and drilling for agreed evenings or weekends.
  6. Do fire and AC changes last in each zone. Coordinate them with the landlord, and test them before people return.
  7. Clean and snag each zone before moving on. People judge the project by the first finished zone.

The order above is our own working method rather than a published rule. Adjust it for your floor.

What phasing costs

We found no authoritative Dubai figure, so treat these as planning numbers. One contractor’s guide says phasing adds 20 to 30% to the programme and after-hours work adds 15 to 25% to labour cost. Our existing guide to office fit out cost uses a 20 to 30% labour premium for work around occupied floors. Compare that against the cost of closing or relocating:

OptionYou pay forYou avoid
Stay and phaseLonger programme, night labour, dust control, staff disruptionMoving costs and rent on a second space
Temporary relocationServiced office rent, IT move, two movesMost night premiums, and most of the disruption
Close for a short periodLost working daysLongest programmes, as staff work remotely

For a small office, one or two weeks of remote work during the noisiest stage can be the cheapest option of all.

Keeping staff productive during the works

  • Publish a two-week look-ahead, so people know which days are noisy.
  • Move calls and client meetings away from the active zone, or off site on noisy days.
  • Keep toilets, pantry and exits working, or give a clear alternative.
  • Check air quality and dust daily, especially near IT equipment.
  • Give one person on your side the authority to pause work for a real business need.

Fire safety in an occupied office

This is the highest-risk part of any live renovation. Sprinklers, alarms, exit routes and compartments must keep working while people are inside, and the Dubai Building Code treats a change that affects adjacent exit routes or systems as a bigger class of work than a simple fit out. Before any isolation, agree a written plan with the landlord and a Civil Defence-approved fire contractor, and keep exits clear of materials at all times. Do not accept “we will just cap it for today”.

Reinstatement and lease timing

Before you renovate, check how long your lease has left. If it ends soon, a renewal negotiation should come first. Many leases require you to strip the office back when you leave, and Dubai’s tenancy law says you hand back the property as received, unless agreed otherwise. New improvements may add to that bill. In DDA zones, reinstatement to the original condition needs only a landlord NOC or permit to work.

What to ask your contractor

  • Have you worked in this tower or under this manual before?
  • Which tasks do you plan at night, and is the premium in the price?
  • Who is on site at night, and who can I call?
  • How will you protect the lifts, corridors and neighbours?
  • What is your plan if a zone overruns into a working day?

Our guide to commercial fit out contractors covers licences and contracts. If you run a shop or restaurant, the same logic appears in shop renovation without closing.

Frequently asked questions

Do I need approvals for a minor office renovation in Dubai?

You need your landlord’s NOC or permit to work at least. In DDA and Trakhees areas, painting, flooring, furniture and low partitions can skip the authority permit. Anything touching fire systems, structure or use needs more.

Can renovation work be done at night in a Dubai office tower?

Often, with written approval from the facilities manager, and in some zones a night-shift permit. Towers also limit noise that reaches neighbours and residents, so ask what is allowed before you plan night work.

How long does an office renovation take in Dubai?

Contractors’ estimates run from about 4 to 6 weeks for small offices to 12 to 20 weeks for large ones, including approvals. Phasing around staff can add 20 to 30% to the programme.

How much does office renovation cost in Dubai?

A full renovation is priced like a fit out, from about AED 180 per sq ft for functional work up to AED 550 or more for premium, with extra for out-of-hours labour and dust control when staff stay in the building. A refresh costs much less.

Should we move out during an office renovation?

For a full strip-out, usually yes, at least for the noisiest stages. For a refresh or partial renovation, staged work around your team is often workable and cheaper than relocating.

Checked in November 2026. Manuals quoted are examples: follow your own building’s manual. Time and cost premiums are contractors’ estimates, not measured data.
