Shop renovation in Dubai falls into three levels, and each one decides whether you can keep trading. A cosmetic refresh can usually run around opening hours. A layout change can be phased, but it often triggers new approvals. A full refit normally means closing: in a mall, the shopfront usually goes behind hoarding. Plan the level first, then the programme, and get written approval before you close or change anything.
In short:
- Street shops have more room to phase work than mall units, where the operator controls hours and hoarding.
- Some refits need approval even without a building permit: moving salon furniture or changing a food shop’s layout are examples.
- A temporary closure can itself need the landlord’s written approval.
- Shopfront and structural work generally need a short closure. Interior work can often be phased section by section.
The three levels of shop renovation in Dubai
| Level | What it includes | Can you keep trading? | Typical approvals |
|---|---|---|---|
| 1. Refresh | Paint, lighting swaps, new display furniture, sign changes, minor repairs | Usually yes, with night or early work | Landlord permit to work. Sign changes follow sign rules |
| 2. Layout change | New walls or display layout, floor replacement, moved till or fitting rooms, new lighting scheme | Often in phases, with part of the shop screened off | Landlord approval of drawings, Civil Defence if fire devices or exits move, sector approvals if regulated |
| 3. Full refit or rebrand | Strip-out, new shopfront, ceilings, services and all joinery | Usually no. Plan a closure | As a new fit out, including any permit your unit size and zone require |
We cannot give you honest percentages for sales lost or saved: we found no published Dubai data. What we can say is that closing for a short, well-planned period is sometimes cheaper than three months of dust in front of your customers.
Street shop or mall: why the answer differs
Street and community shops usually have more freedom. Contractors report that supermarkets, pharmacies and restaurants commonly stage work overnight or in phases, section by section, with shopfront and structural work done in a short closure. You still need the landlord’s approval, and noise limits apply: reports put construction noise at 7am to 8pm without a special permit, and your landlord’s hours may be narrower.
Mall shops have less. The one mall manual we could read, a 2015 Emaar edition in an unofficial copy, had hoarding fully enclosing the shopfront for the duration of fit-out works and restricted noisy, dusty or smelly work in trading hours. So a mall can allow a light refresh at night, but a full refit normally means hoarding and closing. Read how this works in our guide to mall fit out in Dubai.
Check the rules before you close the doors
Closing is not always your decision alone. The JLT Retail Tenant Handbook, a current community document, shows what a landlord may require:
- written approval for a temporary closure, with possible penalties for unapproved closures during trading hours;
- “renovation” notices that use management’s templates;
- prior written approval, revised drawings, method statements and approved hours for any later change to layout, signage or systems;
- 24 hours’ written notice for after-hours access.
Unapproved work can bring a reinstatement order at the tenant’s cost. Other landlords have different rules, so read your own lease and handbook. The same handbook encourages tenants to review and refresh premises about every seven years. That is one community’s guideline rather than a Dubai norm, but it is a useful planning figure.
When a refit triggers new approvals
A refit with no government building permit can still need sector approval. These official examples catch owners out:
| Shop type | What triggers approval | Source |
|---|---|---|
| Salon or beauty centre | A change to the furniture layout needs a new DM no-objection permit | DM technical requirements, 2024 |
| Food shop or supermarket | A renovation with major changes to layout or process flow needs Food Control approval first. Shelves in a store room do not | DM Food Code |
| Pharmacy | An extension or annex needs DHA approval first | DHA pharmacy guidelines, 2021 |
More official numbers are in our guide to salon, pharmacy and gym fit outs. For shop units generally, the light scope in DDA Circular 318 shows the idea: painting, furniture, like-for-like ceilings without touching fire systems and flooring within original loads need only a landlord NOC or permit to work in DDA zones.
How to phase a renovation and keep selling
- Do the surveys and orders first. Measure, design and order joinery, lights and flooring before anyone touches the shop. A phased job fails when materials arrive late and a screened-off area stays closed for weeks.
- Protect stock and customers. Screen the work zone with dust barriers, keep a clear and safe customer route and move stock out of the zone.
- Work in zones. Move through the shop in sections, so part of the range stays on sale. Contractors suggest the shopfront and structure first, then flooring and shelving, and lighting and styling last.
- Use quiet hours. Do noisy, dusty and smelly work outside trading hours, within what your landlord allows. Night work costs more and gets less done per shift, so ask for it to be priced separately.
- Keep fire systems working. Sprinklers, alarms and exits must keep protecting an occupied shop. Plan any isolation with the landlord and an approved fire contractor, and do it when the shop is closed.
- Tell your customers. Use the landlord’s approved notice, and keep your Google listing updated with real hours.
How long a shop renovation takes
Contractors in Dubai publish estimates of about a week to 10 working days for a basic refresh and two to six weeks for a full retail renovation on site. Treat those as guides to site time only: they leave out design, ordering and landlord approval. Joinery is usually the longest wait, so the real clock starts when the design is approved. Our own shop fit out guide gives construction ranges for a full fit out.
Rebranding a shop: keep or rebuild?
A rebrand does not always need a strip-out. Before you demolish, check what can stay:
- Usually reusable: AC layout, ceilings in good condition, sprinkler and fire alarm layout, base flooring.
- Usually replaced: sign and fascia, feature walls, display joinery, cash desk, lighting scheme.
- Check first: whether the landlord’s design criteria changed since your last fit out, because new rules may apply to the new shopfront.
Also check your reinstatement obligation before spending. If your lease ends soon, renewing it may be the first conversation to have. Lawyers warn that reinstating a fitted retail unit can reach hundreds of thousands of dirhams.
What to ask a contractor about a live shop
- How will you keep dust and noise out of the trading area?
- Which work do you plan at night, and is it priced in?
- Who removes debris, by which route, and at what time?
- What happens if a phase overruns into a weekend or a sale?
- Who is responsible on site when I am not there?
Our guide to checking a retail shop contractor covers licences and insurance. The same logic applies to offices: see office renovation without stopping work.
Frequently asked questions
Can you renovate a shop in Dubai without closing it?
Often, for a refresh or a phased layout change, particularly in street retail. Shopfront, structural and full refit work usually need a closure, and in a mall a full refit normally means hoarding across the shopfront. Your landlord’s rules decide.
Do I need permission to renovate my shop?
Yes, from the landlord at least. Authority permits depend on your zone, the unit size and the scope. Salons, food shops and pharmacies can also need sector approval when the layout changes, even when no building permit is required.
How much does a shop renovation cost in Dubai?
It depends on the level. A paint and lighting refresh costs far less than a full refit, which approaches a new fit out at about AED 250 to 500 per sq ft for street and community retail and AED 350 to 700 per sq ft in a major mall. Phasing and night work add cost.
How long does a shop renovation take?
On site, a basic refresh can take around one to two weeks and a full renovation several weeks, according to contractors’ published estimates. Add design, ordering and landlord approval, which can take as long as the site work.
How often should a retail shop be renovated?
We found no Dubai-wide rule. The JLT retail handbook encourages a review and refresh about every seven years. In practice it depends on wear, your brand and your lease.
Checked in November 2026. Landlord documents quoted are examples only, so check your own lease and handbook.
