Penthouse Fit Out in Dubai: Tower Rules, Bespoke Joinery and Whether You Can Stay

You own the interior, but the tower decides about walls, services and lifts. Here is what you can change, whether you can stay, and how to specify bespoke joinery.

A penthouse fit out in Dubai combines villa-level finishes with tower rules: you own the interior, but the building decides about walls, services, working hours and lifts. Before you design, get the building’s written answer on wall removal, moving wet areas and hoods. Budget around our premium range of AED 450 to 700 per sq ft, more with imported stone and bespoke joinery. Most full renovations cannot be lived through.

In short:

  • Under Dubai law, non-support internal walls are part of your unit, but building rules can still forbid removing them.
  • Emaar’s published list says no to removing walls, removing existing tiles or moving MEP in apartments. Burj Khalifa falls outside that standard service, so ask its management directly.
  • Bespoke joinery is where a penthouse is won or lost. Agree a written grade and approve samples.
  • Service lift access sets the size of what you can bring in, so check before ordering large slabs.

What you may and may not change in a tower penthouse

Two different things get confused: what you own and what you may change.

What you own. Under Dubai Law No. 6 of 2019, your unit includes floors, ceilings, non-support internal walls, doors, windows, bathrooms and allocated balconies, but not services inside your unit that serve common parts or other units.

What needs approval. Substantial alterations to the structure or external appearance need approval from the master developer, the Dubai Land Department and the competent authority. Whoever breaches this pays to remedy the damage.

What one developer publishes. Emaar’s home modification fact sheet gives the clearest public example:

Emaar apartmentsPosition
Structural works or removing wallsNot permitted
Removing existing tilesNot permitted (new tiles may go over existing ones)
Removing, relocating or covering MEP and fire-fighting systemsNot permitted
Kitchen and bathroom renovationAllowed with an NOC
Internal painting, furniture, electrical fixturesNo NOC, but contractors need an entry permit
External changes altering the lookNot permitted

This is one developer’s document, dated 2022, and it excludes Burj Khalifa. Other towers differ, and penthouses with duplex stairs or private terraces often have their own conditions. Get your building’s written answer before design starts. Read the building NOC guide for the process.

Can I renovate my penthouse without moving out?

People ask this about the Burj Khalifa and other towers. We found no authority rule on it, so it comes down to the scope and the building:

ScopeStay or move?
Joinery, lighting and painting in one or two roomsYou can usually stay, with noise during the permitted hours
One bathroom or one wingPossible if you have a second bathroom and can seal the area
KitchenPossible but hard for several weeks, with no cooking and dust nearby
Whole floor, or AC and flooring throughoutMove out. Water, power and AC shutdowns and dust make it impractical, and the job runs slower

A two-floor penthouse can sometimes be done one floor at a time. Ask about air separation and access first. For the time a full renovation takes, see how long an apartment renovation takes, and allow more for a penthouse because of its bespoke items.

Bespoke penthouse joinery

Penthouses are usually defined by their joinery: walk-in wardrobes, panelled walls, libraries, bars and media walls. Quality here can be specified, not just hoped for.

  • Grade: the US AWI standard uses Premium, Custom and Economy grades, and at Premium grade defects must be inconspicuous from 610 mm. It is not a UAE requirement, but it gives you a clear reference to write in.
  • Board: use moisture-resistant MDF for carcasses and shutters. Our standard wardrobes use 18 mm moisture-resistant MDF.
  • Hardware: ask for named hinges and runners. Blum states its LEGRABOX drawers are tested for 100,000 opening and closing cycles.
  • Veneer and lacquer: approve a sample in the actual room’s light, and keep it on site as the reference.
  • Coordination: sockets, lights, sensors and AC grilles must be on the joinery drawings before cutting starts.

On cost, built-in wardrobes in laminate or PU run from about AED 1,850 to AED 3,100 per linear metre, before VAT. Fully bespoke pieces in veneer, glass or leather, and wall panelling, cost well above that, and only a drawing can price them fairly because species, hardware and detailing vary so widely. For kitchen joinery, see our kitchen cabinet guide. Allow several weeks of workshop time, and plan installation after wet trades.

Sound, height and logistics at the top of a tower

  • Sound: the Dubai Building Code points to Approved Document E for homes: at least 45 dB airborne between dwellings and no more than 62 dB impact on floors. It warns that site results are lower than lab figures. Hard stone floors above a neighbour need an acoustic layer, and your building may require one.
  • Fire safety: a non-loadbearing wall beside a riser or corridor may still be fire-stopped. Have its type confirmed against approved drawings before any demolition.
  • Double-height walls: British tiling guidance calls for mechanical fixings on tiles over 0.1 m² fixed above 3 m. Ask your stone contractor how a tall feature wall is held.
  • Lifts: large slabs around 3.2 m may not fit in a service lift. Check dimensions, booking slots and floor loading before ordering, or plan book-matched panels with joints.
  • Working hours: your NOC sets them, and in premium towers they can be tight. Emaar’s communities allow works from 8am to 5pm except Fridays and public holidays, and ask you to avoid noisy work from 1pm to 3pm. Your tower may be stricter.
  • Chiller and AC: changes go through your cooling provider. Adding AC outside the system can bring fines under provider terms.

What a penthouse fit out costs in Dubai

Luxury penthouses usually fall in our premium to luxury ranges: AED 450 to 700 per sq ft for premium work, and above AED 800 for imported stone, full automation and bespoke joinery throughout. On a 5,000 sq ft penthouse at AED 700 per sq ft, that comes to AED 3.5 million before VAT. Tower logistics, restricted hours and lift slots add cost compared with a villa of the same size, so ask how the quote covers them. For stone, read marble vs porcelain vs sintered stone. Frequently asked questions

Can I remove walls in my Dubai penthouse?

Only with the building’s approval, and sometimes not at all. Law 6 of 2019 treats non-support internal walls as part of your unit, but Emaar’s published list says wall removal is not permitted in its apartments. Get a written answer from your community or owners’ association before design.

Can I renovate my Burj Khalifa apartment without moving out?

Smaller works often yes, but a full renovation is hard to live through. Burj Khalifa falls outside Emaar’s standard home-modification service, so ask its management for the rules, hours and approvals first.

How much does a penthouse fit out cost in Dubai?

Plan on about AED 450 to 700 per sq ft for premium work and above AED 800 for full luxury specifications with imported stone, automation and bespoke joinery, before VAT. Only a site visit and a written specification can firm that up.

How much does bespoke joinery cost in Dubai?

Built-in wardrobes run from about AED 1,850 to AED 3,100 per linear metre in laminate or PU. High-end veneer, glass or leather costs well above that, and panelling is priced from the drawings. Hardware and finish drive the price.

Do I need an NOC to renovate a penthouse?

Yes, for most work beyond painting, furniture and light fixtures. Your building or community management issues it, and works that affect structure, fire systems or the facade need further approvals.

Checked in November 2026. Emaar’s list is one developer’s document, so confirm your own building’s rules. Budgets are our indicative ranges, not quotes.
