A retail shop contractor in Dubai builds the inside of your store: partitions, shopfront, ceilings, lighting, display joinery and changes to AC, power and fire systems, usually against a landlord’s rules and an opening date. Before you hire one, check four things: a trade licence with the right activity, an entry in Dubai’s contractor register, any place on your mall’s approved list, and insurance certificates that name your project.
In short:
- Since Dubai Law No. 7 of 2025, individuals and companies should not contract with a firm that lacks a trade licence and a register entry.
- “Commercial shop contractor” is not a licence category. Dubai Municipality’s list uses names such as Interior Decoration and Decoration Design & Implementation.
- Mall lists and insurance amounts are set by each landlord, so ask for them in writing.
- Most shop problems come from the handovers between designer, contractor and specialists, so ask who answers for all of them.
What a retail shop contractor does
A retail or commercial shop contractor takes an empty or old unit and delivers a store that can trade. A full scope usually includes:
- the survey, layout and landlord submissions, if design is included;
- hoarding and site protection during the works;
- partitions, floors, ceilings and wall finishes;
- the shopfront, entrance and sign installation;
- display joinery, the cash desk and fitting rooms;
- lighting, power, data, CCTV and anti-theft gates;
- changes to AC, sprinklers and fire alarm through approved specialists;
- inspections, snagging, as-built drawings and handover.
Some firms only build from your drawings, while others offer design and build. If you are not sure which you need, read fit out consultant vs contractor. For the full sequence of a project, see how to fit out a shop in Dubai.
What the law now says about hiring a contractor
Dubai’s Law No. 7 of 2025 regulates contracting across the emirate, including special development zones and free zones such as DIFC. Three points matter to a shop owner:
- Licence and register. No one may work or market themselves as a contractor without a trade licence and an entry in the register. In the text of the law, individuals and public or private bodies may not contract with a firm for contracting work unless it has both.
- Category and speciality. Contractors must work within their speciality and classification.
- Subcontractors. Subcontracting needs the authority’s approval, and the subcontractor must also be licensed and registered.
The law took effect in January 2026, and existing contractors were given about a year to comply, which the authority can extend. Law firms advise employers to verify registration and classification before appointment. We found no public lookup for the register itself, so ask the contractor to show proof.
Six checks before you sign
| Check | What to ask for | How to confirm it |
|---|---|---|
| Trade licence | Licence copy showing status, expiry and activities | Invest in Dubai licence search. Free-zone licences are checked with the zone |
| Activity | An activity that matches the work | DM’s classification list uses Interior Decoration and Decoration Design & Implementation, not “fit out” |
| Municipality or zone registration | DM register proof, or DDA registration in DDA zones | DM’s contractor data page; DDA registration |
| Landlord approval | Written confirmation that the mall or landlord accepts this contractor | Ask the landlord’s fit-out team before design starts |
| Specialists | Names of the fire, AC and electrical subcontractors | Fire contractors need Civil Defence approval. DEWA connections go through enrolled firms |
| Insurance | Certificates naming your project and dates | Read the amounts against the landlord’s manual |
We publish these checks because they apply to us too. Ask us for the same documents.
How much insurance a shop contractor should carry
We found no single legal minimum for shop fit outs. Each landlord sets its own requirement, as these published examples show:
| Document | Requirement |
|---|---|
| JLT Retail Tenant Handbook (current) | Tenant public liability of AED 5,000,000 per occurrence or as per lease, property all-risk at full replacement value, employer’s liability and workmen’s compensation |
| Dubai South manual (2017) | Contractors’ all risk and public liability of at least 125% of the works cost, workers’ compensation of at least AED 500,000 per person |
| One DIFC tower manual (office, 2023) | Workmen’s compensation, third party of at least AED 3 million, contractors’ all risk and motor |
Questions that separate a shop specialist from a general contractor
- Have you worked with this landlord’s manual? Ask how many review rounds their last project took and why.
- Who books and attends the inspections? The pre-ceiling inspection is where weak programmes fail.
- What is your plan if access is night only? Ask how they adjust crews and deliveries, and whether the price assumes it.
- Who makes the joinery? Display units decide how the shop looks, and they are often the largest cost line.
- Who owns the opening date? Some leases carry late-opening penalties, so ask what happens if the contractor causes a delay.
- What will you hand over? As-builts, test certificates and the documents needed for your deposit refund should be listed.

Red flags
- A quotation with one lump sum and no list of items or exclusions.
- No insurance certificates until “after you pay”.
- The licence shows a different company from the one on the contract.
- They say no approvals are needed without asking where the unit is, how large it is and what you sell.
- They cannot name who supervises your site.

Retail contractor or commercial contractor: is there a difference?
In Dubai, commercial contractors often work on offices, shops and restaurants alike, but retail has its own pressure points: a landlord’s design criteria, shopfront and sign rules, night working in malls, and an opening date tied to the lease. An office job is usually judged on partitions, services and acoustics, which we cover in commercial fit out contractor in Dubai. If your shop is in a mall, choose a contractor who can show recent mall work and the landlord’s acceptance.
Frequently asked questions
What is a commercial shop contractor?
It is a contractor who fits out shops and other commercial units. In Dubai the licence will show an activity such as Interior Decoration or Decoration Design & Implementation rather than the words “shop contractor”, so check the activity and registration rather than the job title.
Can I use my own contractor in a Dubai mall?
That depends on the mall. Some operators keep lists of pre-approved contractors, at least for civil and MEP works, and others accept contractors who register and provide insurance. Ask for the requirement in writing before you appoint anyone.
How do I check a contractor’s trade licence in Dubai?
Search by licence number or company name on the Invest in Dubai licence search, which shows status and activities. Free-zone licences must be checked with that zone. Make sure the name on the licence matches the name on your contract.
Does a shop fit out contractor need Dubai Municipality approval?
In DM’s area, yes: even works exempt from the decoration permit must be done by a DM-approved contractor. Other zones have their own registration, such as DDA’s contractor registration.
What insurance should a retail fit out contractor have?
Ask for contractors’ all risk, third party or public liability, and workmen’s compensation, with your project named. The amounts are set by your landlord, and published manuals range from several million dirhams to a percentage of the works cost.
